Coloradans will get their first chance at e-bike rebates of up to $1,750 beginning as the state launches a new program aimed at reducing pollution from driving.

Residents who meet income requirements can apply online for a rebate from 9 a.m. Wednesday to 1 p.m. Monday by submitting their name and contact information. After a random selection process, approximately 2,000 people will receive a rebate in the first round, said Sarah Thorne, who runs the program for the Colorado Energy Office.

Those not selected for rebates this round will have the opportunity to resubmit to the lottery in September and October. Approximately 7,000 Coloradans will receive the rebates this year through a $6.6 million allocation from the state’s Air Quality Improvement Investments program, Thorne said.

The goal is to get people out of cars and onto bikes to reduce emissions, Thorne said. Transportation is the leading cause of greenhouse gas emissions in the state, according to the Colorado Energy Office.

“By supporting the adoption of electric bicycles, this program strives to make fun, active transportation options more accessible to all Coloradans, while reducing greenhouse gas emissions, air pollution, and traffic congestion,” Colorado Energy Office Executive Director Will Toor said in a statement.

Coloradans who make 80% or less of their county’s median income will receive a $1,100 rebate and those who make between 80% and 100% of the median income will receive a $500 rebate. All rebate recipients are eligible for an extra $300 for an e-cargo bike and $100 for bike equipment like a helmet and lock. Some Coloradans will also qualify for an additional $250 for adaptive e-bikes.

In the Denver metro — Denver, Adams, Arapahoe, Douglas and Jefferson counties — 80% of the median income for a single-person household is $69,520 and 100% of the median income is $86,900.

“We’re looking to grant access to e-bikes to a population who maybe hasn’t been able to afford one before,” Thorne said.

People selected for the rebate will be required to submit proof that they live in Colorado as well as documents proving they meet the income requirements. They’ll then be able to use the rebate by purchasing from more than 100 sellers either in-person or over the phone.

Those who don’t win the lottery or qualify for the income-restricted program will have another chance for a rebate. Beginning April 1, all Coloradans will be eligible for a $450 rebate for an e-bike purchase from an authorized retailer.

The state program launches as other communities, like Boulder and Denver, pilot their own e-bike rebates. Denver’s program launched in 2022 to overwhelming success. So far, Denver has distributed more than 6,000 vouchers and is opening applications for the next round of rebates 11 a.m. Sept. 26.

Residents of cities with rebate programs are still eligible for the state discount, but they cannot combine local and state rebates.

Along with the $6.6 million for the statewide program, state officials set aside $3.3 million in state money to give to local governments to create their own rebate programs.

“Colorado’s $10 million investment in e-bike rebate programs makes this one of the biggest statewide e-bike programs in the U.S. to date,” Thorne said. “We’re proud and excited to launch this program to support Coloradans who are looking to e-bikes to get them where they need to go, explore our beautiful state, reduce their emissions, and save money on fuel costs.”
