A Boulder sex offender indicted by a grand jury and accused of using drugs and violence to force multiple women into prostitution and paying for sex with a 12-year-old girl was formally sentenced on Wednesday after previously entering into a plea agreement.
Randolph “Randy” Clark, 39, pleaded guilty May 5 in Boulder District Court to two counts of first-degree assault, human trafficking and attempted sex assault on a child. As part of the plea agreement, attorneys agreed that Clark will serve 45 years in the Colorado Department of Corrections.
Boulder District Judge Patrick Butler sentenced him to the agreed on 45 years on Thursday, following statements read by victims and their families.
“Their statements to the judge reflected the trauma that the defendant inflicted upon them, but also their strength and courage,” Boulder County District Attorney Michael Dougherty said in a news release, concerning the victims who spoke at the hearing.
“This lengthy prison sentence is the right outcome and certainly deserved. I am grateful to our human trafficking unit and the multi-agency teamwork that went into this case. Because of their efforts, the victims and the community are safer today.”
The mother of one victim continued to object to the plea agreement at Wednesday’s hearing, saying the length of the sentence was too short.
The original indictment included 30 charges, and Clark could have been facing up to 155 years to life in prison if found guilty on all counts at a trial. Clark had been set for trial in June before he accepted the plea agreement.
The victim’s mother said her daughter lost some of her innocence and is spending her early adolescence dealing with the fallout of being groomed and then sexually assaulted. For herself, she said, she continues to experience anxiety and panic attacks, especially when her daughter is running late, along with the guilt of feeling that she failed her.
“All of these things are a life sentence for me,” she said. “He deserves nothing less than the life sentence he has inflicted on me and my daughter.”
Butler responded that there are “a range of reasonable ways to resolve cases.”
“Although some folks do not agree with the disposition in this case, it certainly falls within that range of what could be considered reasonable,” he said.
In response to comments made by the victims and their family members, he added that they have no reason to blame themselves.
“I assure you, none of this is your fault,” he said.
According to prosecutors, Scott, through a combination of physical violence and threats along with exploiting their drug addictions, coerced women into commercial sex acts.
According to the indictment, he also had sex with a 12-year-old girl and videotaped the act and sent the video to other women. He also paid the girl for oral sex on other occasions.
Clark is a registered sex offender following a conviction for unlawful sexual contact, and also has a lengthy criminal history including past convictions related to prostitution, according to an affidavit.
Agencies that worked on the case included the Boulder County District Attorney’s Office, Denver Police Department, Denver District Attorney, Louisville Police Department, Boulder County Sheriff’s Office, Boulder Police Department and Longmont Police Department.
